Why am I unable to add a new currency in Vtiger CRM?

If you are unable to add or modify a currency in Vtiger CRM, it is most likely due to edition-based feature restrictions.
When you go to User Menu > Settings > Currency and see a message prompting you to upgrade, it means that currency management is not available in your current CRM edition.
